Keith called the meeting to Order by commencing with the pledge of allegiance
Galen Cunning would like to amend the zoning Map from residential to Business/Commercial District starting at the corner of Narragansett trail and Pease Road to Duck Pond Corner a width of 500 feet.
Galen Cunning is requesting for the zone change to be 500 feet back from Rout 202. Two abutters agreed to the 500 feet. Reason for the zone change is to provide business opportunities for Buxton. Mr. Cunning wants to provide a ‘Cidery’ at 4 Pease Road, without the zone change it would limit his growth. Currently under the home occupation status, he can only sell products made at the site. He would like to have a bar, tasting room and offer people to walk around the orchard and see what Maine has to offer. Currently he can sell to markets and restaurants, but would like to be allowed to sell products on the premises. As is, the zone would inhibits the future business.
Mark questions if the barn had to be sprinkled, would Mr. Cunning be able to move forward with this plan. Mr. Cunning said it would not be feasible.
- Chad motioned for the planning Board to bring the vote for zone amendment forward to the voters, seconded by Mark, the motion passes with a 5 – 2 vote. Larry Curtis and Christopher Carroll voted in the negative.
The public hearing will be on March 23rd, the vote will be June 9th by secret ballot.

Approval of Minutes:
January 12, 2015
- Motioned by Chris B. to approve the minutes as written, seconded by Christopher C. The motion passed with a 6 – 0 – 1 vote. Keith abstained.
Approval of Bills:
- Motioned by Larry, seconded by Chris B. Portland Press Herald $29.92 for public hearing – motion to pay one and ask selectmen the to pay the second bill since it was for a shared public hearing that was cancelled due to a snowstorm. Motioned passed with a 7 – 0 vote.
Larry also mentioned he will be appearing before the budget committee on Tuesday, March 3rd at 7 pm to review the 2015/2016 Planning Board budget. Request is for the same as last year.

Other Business:
Review findings of facts for Zaremba Group, LLC (Dollar General)
- Chris B. motion to approve finding and condition for Dollar General, seconded by Jere the motion passed with a 7 – 0 vote.
Chief Schools addressed the Board concerned that if the fire protection ordinance does not move forward than we need to do something about the commercial 13.5.K.1.c. These are requirements are for residential subdivision. There are no requirements for commercial section of the ordinance. NAFA 13D or 13R.
Chief Nathan Schools presented a power point presentation for the proposed Fire protection sprinkler ordinance (See Exhibit A attached).`
If adopted by the town it will…
Reduced ISO ratings
13% reduction in insurance premiums
If no sprinkler system need to update and adopt the most current NFPA codes.
Comments from the Board:
The Boards concern is with all residential homes having to be sprinkled. This ordinance does
not require every home to be sprinkled. Mark’s concern is that small entrepreneurs will not be able to absorb the cost to sprinkles, this will force them out of business.
For clarification, the Board suggested adding “commercial” or “residential” to appropriate sections and adding “engineered plan” to Article 9. Chief Schools agreed. It will be sent back to the attorney for another review and approval.
- Jere motioned to add the proposed Fire Protection ordinance amendments to the town floor or secret ballot for the June election, seconded by Chad with a 7 – 0 vote.
Other ordinance amendments: The Board reviewed other ordinance amendments and agreed to send them to the attorney for review. (See attached “Exhibit B” for list of ordinances discussed)
- Motioned by Jere, seconded by Chad, for a public hearing for the various proposed ordinance changes on March 23, 2015 at 7p and the Buxton municipal building. A unanimous vote.
Attendees may address the Board on the evening’s business: None at this time.

- Motioned by Chris B., seconded by Larry to adjourn at 9:26 pm, a unanimous vote.
